Meant for a click handler inside an editable surface, where the browser
does not follow anchors itself. The tab is opened with
noopener,noreferrer, so the destination can never reach back into the
page that opened it. Returns true when a link was opened — callers that
plug this into an editor's click handling can use that to stop further
processing. Only primary-button clicks on (or inside) an anchor with an
absolute http/https/mailto/tel href count; anything else returns false
and leaves the click alone.
